Constitution of the People's Republic of Fiakistan

Adopted by referendum on 12 June 1975, the day after the first United Households Parade, and revised three times since, the Fiakistani Constitution enshrines the principles of dignity, liberty and equality common to Western democracies — which it applies with quite particular rigour to household affairs.

Preamble

The Fiakistani people solemnly proclaim their attachment to the rights of Man, Woman and Newborn, as defined by the Declaration of the Two Mounds of 1958 and supplemented by the Protocol of the United Households Parade of 1974, as well as to the principles of national sovereignty, human dignity, the rule of law and shared fertility.

Title I — On Sovereignty

  1. Article 1. Fiakistan is an indivisible, secular, democratic and fertile Republic. It ensures equality before the law of all citizens, without distinction of origin, race, religion, gender, or number of children.
  2. Article 2. The official language is Fiakistani. The motto of the Republic is "Liberty, Fertility, Posterity". Its national anthem is "O Fertile Homeland". Its emblem is the coat of arms described in the "The State" section of this site.
  3. Article 3. National sovereignty belongs to the people, who exercise it through their representatives, by way of referendum, and, in an advisory capacity, at the Wednesday evening New Households Reception.

Title II — On Fundamental Rights and Freedoms

  1. Article 4. The dignity of the human person is inviolable. No one may be discriminated against on account of their fertility, infertility, or polite indifference to the matter.
  2. Article 5. Every person has the right to freedom of conscience, religion, expression and the press. This right includes the fundamental freedom to decline, without justification, more than one invitation per month to the New Households Reception.
  3. Article 6. Marriage, cohabitation, long-standing house-sharing and any other form of household recognised by custom are equally protected by law, in keeping with the spirit of the United Households Parade.
  4. Article 7. Every accused person is presumed innocent until their guilt has been legally established in a public trial in which all guarantees necessary for their defence have been assured.
  5. Article 8. No one may be arbitrarily deprived of their Fiakistani nationality, except in the case of a repeated, manifest and unjustified refusal to attend the Reception referred to in Article 3.

Title III — On the Institutions

  1. Article 9. Executive power is exercised by the President of the Republic, elected by direct universal suffrage for a six-year term, assisted by the Council of Households.
  2. Article 10. Legislative power is exercised by the Assembly of Households, composed of representatives elected by direct suffrage.
  3. Article 11. The judiciary, guardian of individual freedoms, is independent of executive and legislative power. No one may be tried except by a tribunal established by law, respecting adversarial process.
  4. Article 12. The Office of Pro-Natalist Naturalisation is an independent administrative authority responsible for reviewing applications for nationality, in accordance with the published eligibility criteria and the appeal procedures provided for by law.

Title IV — On the Duties of the Citizen

  1. Article 13. Every citizen contributes to public expenses in proportion to their means.
  2. Article 14. Everyone has a duty to preserve the national heritage, in particular the Two Mounds, listed as an inalienable historic monument since 1958, and to pass on to future generations a country at least as welcoming as the one they received.

Title V — On Revision

  1. Article 15. This Constitution may be revised by referendum or by a two-thirds vote of the Assembly of Households. No revision may be proposed, discussed or adopted at the Wednesday Reception after the third drink has been served.
